The HCV (Section 8) rental assistance waiting list is only open to those with a residency preference.

 

To be eligible for a residency preference you must permanently live, work, or be hired to work, or attend full-time school at an institution of higher education in the HRA service area. Our service area includes Martin, Nicollet, Sibley, Waseca and Watonwan counties. Proof of residency preference must be provided along with application.

 

Applicants will be placed on the waiting list on a first come first served basis.

 

 

Preliminary Application

 

Applications would be available from 8 a.m. to 4:30 p.m. Monday through Thursday and from 8 a.m. to 12:00 p.m. on Friday in the HRA office or could be printed online and submitted. You may also contact the HRA office to have one mailed to you. The application received will be placed on the waiting list according to the date and time of application and eligible preferences.

 

Preference applicants are those who live, work, are hired to work or go to school full-time in Martin, Nicollet, Sibley, Waseca or Watonwan County.  To qualify, school attendance must be at a vocational school with a diploma or certificate program or an institution offering a college degree. We are unable to determine how long it may take for you to receive rental assistance.

 

Please be sure to notify HRA staff if you move, change your telephone number or have a change in your family composition by printing the Request for Change to Household form and submitting back to our office.

HOW DO I QUALIFY FOR THIS PROGRAM?

 

Eligible household gross income must fall below current income limits. To see individual county income limits by household size, refer to Income Limits.

 

ARE YOU ELIGIBLE FOR A RESIDENCY PREFERENCE FOR PLACEMENT ON THE WAITING LIST?

 

(The SCMMCHRA service area includes the following counties: Martin, Nicollet, Sibley, Waseca and Watonwan counties.)

 

If your household meets one of the following criteria, your pre-application will receive a residency preference over others on the waiting list:

 

  • Local (You will be required to provide proof that you are living in our service area.  Proof may include a copy of a lease, utility bill, driver's license or I.D. card.)

 

  • Work  (You will be required to provide proof that you are working in our service area. Proof may include a copy of your most recent pay stub.)

 

  • Full-Time Student (You will be required to provide proof that you are currently enrolled in higher-education in our service area. Proof may include a copy of your class schedule showing full-time school status.)

 

HOW TO APPLY: 

      

      1. Fill out pre-application completely.  You must list your GROSS income (total income            before taxes or other deductions.)

 

      2.  ALL HOUSEHOLD MEMBERS OVER 18 MUST SIGN AND DATE ALL OTHER                    ENCLOSED FORMS.

 

      3. Return the completed application with proof of preference to SCMMCHRA.

 

      4.  Incomplete or unsigned forms will be returned and cannot be placed on the waiting list.

 

When your name comes to the top of the waiting list, you will be contacted by letter.  Therefore, it is important to notify our office of all address changes.  FAILURE TO PROVIDE ADDRESS CHANGES WILL RESULT IN THE REMOVAL OF YOUR NAME FROM OUR WAITING LIST.

WHAT ARE THE RENT LIMITS FOR THE PROGRAM?

 

These limits vary depending upon your income and the county and will change periodically.  To see the current limits, review the payment standards for the county you want to rent in.

 

HOW MUCH RENT WILL YOU PAY?

 

With the HCV Program, the HRA calculates the total amount of rent subsidy you can receive, based on your income and a standard rent for the bedroom size for which you qualify.  The HRA pay this subsidy directly to the owner and you pay the remaining amount to the owner.

 

MUST YOU MOVE TO PARTICIPATE IN THE PROGRAM?

 

If you are already living in a unit that meets the guidelines, you may be able to stay in the unit and receive the assistance.  HOWEVER, the unit must be in one of the service area mentioned above.  When your name reaches the top of the waiting list, the HRA will determine whether you are eligible to receive assistance in the selected unit based on your household income and other factors.
